Since they don't have drivers licenses, or they would be conspicious driving like the "average crook" these pint-sized felons used transit. Hmmn, this is "news" only because such things are so rare, but anti-transit exaggerators will continue to exploit what little tidbits come along, as all ideologues do.
 

I wonder how many crimes are made by people with cars? Seems to me the anti-rail crowd are always searching for the smallest thing to knock rail transport.
